The Pokémon Fan Club Chairman is the head of the Pokémon Fan Club, a Pokémon lover association. There are three known chairmen, all of them old men.
In the games
There are three chairmen appearing in their respective regions. They all are chatty old men loving their Pokémon and bragging about them.
Kanto
The Kanto Pokémon Fan Club Chairman first appears in the fan clubhouse in Vermilion City in Pokémon Red and Blue as well as their Generation III remakes. He talks about his two favorite Pokémon, Rapidash and Fearow at length and then gives the player a coupon to get a bicycle. In Pokémon Yellow he got a new hobby - taking Pokémon photos. The big photos of his Rapidash and Fearow can be seen on the walls of the clubhouse. He appears again in Pokémon Gold and Silver and their Generation IV remakes in the same place. Again, he talks about his Rapidash although this time he gives the player a Rare Candy for listening to his story. He also claims to have raised over 150 Pokémon in his life.
Hoenn
The Hoenn Pokémon Fan Club Chairman is at the club house in Slateport City in Pokémon Ruby and Sapphire. He claims to have raised over 100 different Pokémon in his lifetime. He travels across the nation on his Fearow.
Sinnoh
The Sinnoh Pokémon Fan Club Chairman appears in Hearthome City in Pokémon Diamond and Pearl. He says that his Fan Club is number one nationwide because he brags more than anyone. However, he doesn't do it anymore because of people's complaints. This may also explain why only one member is found in his club.
In the Pokémon Adventures manga
All three chairmen appear in Pokémon Adventures manga. They are all short, odd old men.
The chairman of the Kanto fan club's first appearance was in Danger: High Voltorb where he forced Red to be part of the community and even borrowed his Pikachu. His Abra, along with all members' Pokémon were stolen by Lt. Surge. When Red hears about that, he goes to S.S. Anne to rescue them and give them back to members of the fan club. When the chairman sees that his Abra evolved into Alakazam while being on the ship, he faints.
Although Ash Ketchum has never met this man, in Let's Find Pokémon! 2, Ash shakes hands with him and the chairman says "Remember me?" This may be a reference to the Adventures.
Hoenn's and Sinnoh's chairmen appear in their respective chapters. They're both similar to Kanto's chairmen. However, their relations to each other have never been explained.

In the Pokémon anime
The chairman of Hoenn's Pokémon fan club is named Mr. Sukizo. He also serves as a judge for Pokémon Contests in Kanto, Hoenn and Sinnoh, alongside with contest director Contesta and Nurse Joy.
