Blast Burn is a slightly inaccurate and very highly-damaging Fire-type move introduced in Generation III. It is one of the three elemental versions of Hyper Beam, the other two being Frenzy Plant and Hydro Cannon.

In Pokémon FireRed and Pokémon LeafGreen, the player can take a Charizard (if it is his/her Starter Pokémon) to the old woman on Cape Brink on Boon Island and she will teach it Blast Burn.
By special method
In Pokémon XD, if you go through all of Mt. Battle in one go, you get to choose one of the Generation II Starter Pokémon. The Cyndaquil will already know Blast Burn.
