Hey, I saw your question on Jello's talk page, and I thought I would break it down for you. Okay, since you are new, you have not yet earned the privilege to create a userpage yet. The privilege is earned by making a certain amount of edits to the mainspace and also having a certain amount of time pass. Now, I am {{t|Psychic}}, I know what your next questions are going to be: "How many edits? How much time?" The truth is, it is automatically determined by the software. This policy was instituted by the admins because, in the past, there was a bunch of users that treated Bulbapedia like a social networking site, when it is in reality an encyclopedia. They would only make enough edits to the mainspace in order to earn the privilege of editing their userpage, then proceed to do nothing except edit their userpage, not contributing to the mainspace at all. This lead to excessive strain on the servers, and the admins taking away the ability to edit the userspace for everyone. The [[Bulbapedia:Userspace_policy|current policy]] is no more than three edits per day to your userspace, which includes your userpage and any subpages. Just keep making {{tt|good contributions|i.e. that don't get reverted}} to the mainspace, and eventually, you will be able to create your userpage. Also, [[Bulbapedia:Signature_policy|according to the rules around here]], your signature needs to link to either your userpage or your talkpage (or both). Since you do not have a userpage yet, I would recommend at least linking to your talkpage.
