Route 16

There isn't much going on around Route 16, but a pair of new Pokémon species prowl around here. The Fire-type Slugma and the Dark/Flying-type Murkrow are natives to the Johto region, but seem to prefer living in Kanto. The Cycling Road starts not far from here, and leads you right to Fuchsia City in the south.

Route 17 is the Cycling Road itself, connecting Route 16 in the north with Route 18 in the south. There are only a few Trainers around, but you can catch Slugma and Muk in the patch of grass on the north end. A Max Ether is also hidden here.

Fuchsia City's unique attraction, the Safari Zone, has closed because the Warden is traveling. The exhibits outside the building have fallen into disrepair, and the exotic Pokémon have ventured off to the surrounding areas. The only thing left to do is challenge the local Gym.

The Poisonous
Ninja Master
The Fuchsia Gym is the same ninja training ground that it always has been, complete with invisible walls. However, Koga's promotion to the Elite Four left a vacant Gym Leader position, a role now occupied by his daughter, Janine. Janine and her recruits are adept at disguise, dressing alike to conceal the Gym Leader's true location.
Poison-types rule the Fuchsia Gym, so Psychic-type attacks are the most effective. The Gym Trainers' Pokémon are mostly part-Grass or part-Ground, so use Fire and Water attacks, respectively. As for Janine, her Pokémon's levels are only in the 30s, so almost any attack will take them out. Look out for Toxic, Confuse Ray, and Explosion, and cure status problems as quickly as possible.

After her defeat, Janine awards you the Soul Badge, which slightly raises your party's Defense. She also hands over TM06 (Toxic) as a prize.
The ocean route south of the city is blocked off by debris that landed here after the eruption on Cinnabar Island. Your only other option out of Fuchsia is east to Route 15.
