Mega Punch is a move in the Pokémon games that Aggron can learn via Move Tutor in Pokémon FireRed and LeafGreen. Retaliate is a move later introduced in the Generation V Pokémon games; however, the Japanese names are not the same, making this attack and the move in the games unrelated.
