Gigavolt Havoc inflicts damage. Its power and whether it is a special or physical move depends on the move it is based on.

Learnset
Any Pokémon can use Gigavolt Havoc if it knows a damaging Electric-type move, holds an Electrium Z, and if its Trainer wears a Z-RingSM or Z-Power RingUSUM.
