The Tower of Waters (Japanese: みずの塔 Tower of Water) is located on the Isle of Armor of the Galar region. It is one of the Towers of Two Fists and was not accessible without the permission of Mustard. You can choose to let your Kubfu mastered the style of water and evolve into Rapid Strike Style Urshifu by defeating the top five Trainers and examine the Scroll of Darkness on the fifth floor. Usually, Kubfu is the only Pokémon allow in your party when choosing to train here, but if there's no Kubfu in your party or boxes, the guard will give you an option to climb the tower with any of your Pokémon.
