Although this Pokémon is level 28, Doduo does not evolve into Dodrio until level 31.
Origin
Rage is a move in the Pokémon games that Dodrio can learn. This card's English Pokédex entry comes from Pokémon Red and Blue, whereas the Japanese entry comes from Pokémon Red and Green.
