Route 3 is a rugged road from Pewter City to Mt. Moon in Kanto. In the games, the main character isn't allowed to set foot on it until Brock is defeated.
There's a Pokémon Center before the entrance to the caves of Mt. Moon. In Generation III, Fly will be able to access it, but not in previous Generations. In the center is a man selling Magikarp for outrageous prices.
