8 connects Saffron City in the west and Lavender Town in the east. The eastern end of the second Underground Path can be found here, but the door is locked and authorities have closed the tunnel indefinitely due to rowdy behavior.

Lavender Town
Jump over the ledge to the south of Picnicker Heidi to find a Potion. Fight past Hiker Clark, and continue west. Turn to the east near Camper Dean, climb the stairway, and head north.  Cut down the tree near Hiker Eoin to find 91, then head to the west. Cut down another tree to reach a In-battle effect item, which extends the duration of the Light Screen and Reflect moves.  Jump the ledge and head to the southwest, where you'll find a Potion.  Head north and follow the path in a counter-clockwise loop to reach Cerulean City.
Lavender Town is a quiet, somber town. The area was once known for its frequent ghost sightings in Pokémon Tower, where departed Pokémon were laid to rest. In an attempt to modernize, the town converted the building in recent years into the Kanto Radio Tower. The Pokémon interred here were moved to the House of Memories in the southeast part of town, where they remain under the watchful eye of Mr. Fuji.

Kanto Radio Tower
The Kanto Radio Tower has been on high alert ever since Johto's Radio Tower was taken over by Team Rocket, and visitors are now restricted to the first floor. Due to a service interruption at the Power Plant, none of the programs can be broadcast at the moment.

Cerulean City
House of Memories
The House of Memories was built to accommodate the departed Pokémon from the former Pokémon Tower. There are several graves on the ground floor, and many more located in underground chambers that are off-limits to all but the caretaker, Mr. Fuji.

Now that you've made it to Cerulean, you need to track down the thug with the stolen generator part. <br>
Lavender Volunteer Pokémon House
None of the residents seem suspicious, so let's if Misty can help out. Head over to the Gym.
The Lavender Volunteer Pokémon House is located in the center of town. Founded by Mr. Fuji, the organization was established to care for orphaned and abandoned Pokémon. Many members of the group live here in their safe house while looking after these Pokémon.

Reclaim the Machine Part!
Name Rater
One of the houses on the south side of town belongs to the Name Rater. This man judges a Trainer's nickname for their Pokémon, and offers the chance to change it. His service is free so nicknames may be changed repeatedly.

As soon as you enter the Gym, the thief slams into you.  He isn't being very covert, running around in full Team Rocket uniform.  He flees the Gym, but the guy standing nearby tells you that he ran off towards the Cape.  You'll find him on Nugget Bridge, and he ducks between a sight-seeing couple to hide from you.  Beat him in a battle and he'll give up the location where he stashed the missing piece.

Route 10 (South)
{| align="center"
10 connects Lavender Town to 9 in the north. Much of the route is occupied by a river and the grounds of the Kanto Power Plant. Anyone traveling through the area must venture through the dim interior of Rock Tunnel. A remote Pokémon Center is located near the north end of the cave.

After a quick defeat, he gives up the location of the hidden List of key items in Generation IV.  Evidently, he hid it the pile of inflatable tubes in the rear of the Cerulean Gym.  Take it back to the Power Plant's manager.

Power Restored!
Rock Tunnel
After thanking you for retrieving the machinery, the manager will reward you with 57, a decent Electric move that may raise the user's Special Attack.
As it has been left in its natural state and undeveloped, Rock Tunnel is pitch-black inside. Though not required, it is useful to bring a Pokémon that can use Flash to illuminate the winding tunnels.

Now that power is restored to Kanto, you can backtrack to a few side objectives:

* Back in Lavender Town, stop by the Radio Tower and talk to the Director by the north wall.  Since you were able to restore power, he didn't lose his job.  He gives you the PokéGear for your PokéGear as thanks.

* Stop back in Saffron, and visit the Copycat's house again, northwest of the Silph Co. building.  She asks you to retrieve her Battle item, which she thinks she lost in Vermilion.  Stop by Vermilion's Pokémon Fan Club, and talk to the guy next to the "Clefairy" to obtain the List of key items in Generation IV. Return it to the Copycat, and she'll reward you with the List of key items in Generation IV, the ticket needed to board the Magnet Train.
1F (South)
Climb onto the first ridge and go east. Turn north to reach a second ridge and 56. Return to the first ridge and continue westward. Take the narrow northern path to reach an Elixir, then climb down the ladder in the southwest area.

A Foreign Legendary Spotted!
B1F (Southwest)
When you collect the List of key items in Generation IV and step outside the Fan Club, you'll be greeted by Steven Stone, Champion of the Hoenn region.  He asks if you have ever run across a Pokémon by the name of LatiasHG / LatiosSS.  Being a Pokémon native to the Hoenn region, he is trying to determine why it recently decided to visit Kanto.  The Eon Pokémon has a deep connection to the Soul Dew, which may explain its recent travel. Inspect the map on your PokéGear to track it down for a battle.  If you have received the Enigma Stone from a Nintendo event, you can take it to Steven in the Pewter City Museum.  He will have a researcher examine it, revealing that it is really the Soul Dew — the other Eon (LatiosHG / LatiasSS) will then appear outside the Museum, waiting to battle you.
Go eastward along the cliff's edge. There are several smaller chambers to the south that are inaccessible without Rock Climb. Turn north instead and climb up the west-central ladder.

1F (Northwest)
Head east, then circle around and pass over the northern ridge. Climb down the ladder in the northwest area.

With power restored and ticket in hand, you're finally able to ride the train between the two regions! <br>
B1F (Northeast)
However, even with the power back on, Misty is still missing. To find her, travel back to Cerulean and head north to 24 and 25.
Go east along the first pair of stairways to reach a Revive, then return to the ladder. Follow the second pair of stairways eastward, and go down the next stairway to find a PP Up in the central area. Continue eastward and climb up the next ladder.

1F (Northeast)
Follow the tunnel eastward to reach the exit.

Check the northwest ledge on 24 to find a hidden Revive, then head east.  Once you battle past the first six Trainers (and Super Nerd Pat), talk to Ace Trainer Kevin to get a Valuable item, and another battle.  North of here is a path behind a cuttable tree that leads to a Vitamin.  When you reach Bill's cottage, you'll stumble upon Misty on a date nearby.  The guy runs off, and Misty starts to yell at you... until she spots your Johto badges.  She invites you to the Gym before heading back to town.

Inside Bill's house, his grandfather is house-sitting for him while he is away in Johto.  If you show him a group of specific Pokémon, he will reward you with five of the elemental stones.
Stolen!
One of the men inside the Pokémon Center mentions how the last time he was passing by the Power Plant, he heard someone yelling about a thief. He believes that it was the Manager's voice that he heard. Go north from the building to reach a river, then use Surf to follow the water southward to the facility.

The Cerulean Gym specializes in Waters, evident from the large indoor swimming pool.  Electric- and Grasss will work best here, and Grass-types are especially useful against Misty's Quagsire, bypassing its immunity to electricity.  Look out for Quagsire's Earthquake and Golduck's Psychic.  Starmie can be a bit annoying, because of its Confuse Ray and Recover moves, as well.

Kanto Power Plant
The Kanto Power Plant building had previously been abandoned, but was recently renovated in order to power the region more efficiently. The electricity generated here powers all sorts of things, including the Magnet Train.

Now that you've got your badge, head south to 5.

Jump down the ledges to reach the former Daycare building.  An old woman inside will give you the Repel, which decreases the chance of wild Pokémon battles when held by your lead Pokémon.

You can also visit the Cerulean-Vermilion Underground for another TM.  Enter the tunnel and talk to the guy to trade your List of key items in Generation IV (that you got from Mahogany Town) for his 64.

This is the Bulbapedia walkthrough for Pokémon HeartGold and SoulSilver.
These pages follow the remade Nintendo DS iteration, not Pokémon Gold and Silver. The guide for those games can be found here.

Route 8

Route 8

Route 8 connects Saffron City in the west and Lavender Town in the east. The eastern end of the second Underground Path can be found here, but the door is locked and authorities have closed the tunnel indefinitely due to rowdy behavior.

Lavender Town

Lavender Town
House of Memories, Interior

House of Memories

The House of Memories was built to accommodate the departed Pokémon from the former Pokémon Tower. There are several graves on the ground floor, and many more located in underground chambers that are off-limits to all but the caretaker, Mr. Fuji.

Lavender Volunteer Pokémon House

The Lavender Volunteer Pokémon House is located in the center of town. Founded by Mr. Fuji, the organization was established to care for orphaned and abandoned Pokémon. Many members of the group live here in their safe house while looking after these Pokémon.

Name Rater

One of the houses on the south side of town belongs to the Name Rater. This man judges a Trainer's nickname for their Pokémon, and offers the chance to change it. His service is free so nicknames may be changed repeatedly.

Route 10 (South)

Route 10

Route 10 connects Lavender Town to Route 9 in the north. Much of the route is occupied by a river and the grounds of the Kanto Power Plant. Anyone traveling through the area must venture through the dim interior of Rock Tunnel. A remote Pokémon Center is located near the north end of the cave.

Rock Tunnel

Rock Tunnel, 1F
Rock Tunnel, B1F

As it has been left in its natural state and undeveloped, Rock Tunnel is pitch-black inside. Though not required, it is useful to bring a Pokémon that can use Flash to illuminate the winding tunnels.

1F (South)

Climb onto the first ridge and go east. Turn north to reach a second ridge and TM56 (Fling). Return to the first ridge and continue westward. Take the narrow northern path to reach an Elixir, then climb down the ladder in the southwest area.

B1F (Southwest)

Go eastward along the cliff's edge. There are several smaller chambers to the south that are inaccessible without a certain field move. Turn north instead and climb up the west-central ladder.

1F (Northwest)

Head east, then circle around and pass over the northern ridge. Climb down the ladder in the northwest area.

B1F (Northeast)

Go east along the first pair of stairways to reach a Revive, then return to the ladder. Follow the second pair of stairways eastward, and go down the next stairway to find a PP Up in the central area. Continue eastward and climb up the next ladder.

1F (Northeast)

Follow the tunnel eastward to reach the exit.

Route 9

Route 9

Route 9 is a rocky, uneven mountain road that links Route 10 to Cerulean City.

Stolen!

One of the men inside the Pokémon Center mentions how the last time he was passing by the Power Plant, he heard someone yelling about a thief. He believes that it was the Manager's voice that he heard. Go north from the building to reach a river, then use Surf to follow the water southward to the facility.

Route 10 (North)

Power Plant, Interior

Kanto Power Plant

The Kanto Power Plant building had previously been abandoned, but was recently renovated in order to power the region more efficiently. The electricity generated here powers all sorts of things, including the Magnet Train.

Time for a Trade

A Super Nerd can be found sitting at a desk near the rear wall. He is willing to part with his Magneton in exchange for a Dugtrio. Dugtrio can only be found in Diglett's Cave, but its evolved form, Diglett, can also be found in other areas.

Meet with the Manager

Visit the back of the building and speak to the man overlooking the generator. The Manager reveals that a thief has stolen an essential piece from the new generator, forcing it offline.

As you approach the exit, the security guard is alerted to a shady character in Cerulean City, and asks that you investigate for them. He informs you that the man was last seen loitering around the Cerulean Gym.
