I don't believe Ash has ever actually seen Raikou, or any part of it, for that matter. The only time I recall seeing Raikou was during Houndoom's Special Delivery, in which only Togepi and Houndoom saw Raikou's tail. Ash and company weren't present at this time. Can you see Raikou again after it uses roar?
