Several schoolchildren are visiting 15 on a field trip. After battling the group, you can cut down the tree on the east side to reach a PP Up.
16 links Celadon City to 17. The road southward to Fuchsia City can be dangerous for pedestrians, so be sure to bring a Bicycle.

Trendy Old Man
There is a house located deep in the trees on the north side of the path, blocked by a Cut. Speak to the elderly man inside every day to learn a new trendy phrase to be used in the easy chat system.

Route 17
The bridges of 17 pass over the ocean on the way downhill to 18. Anyone riding a Bicycle on Cycling Road who decides to stop pedaling will continue rolling southward.

The Final Sighting
As you follow the road northward, you spot Suicune yet again, standing out in the waves. It runs off like usual before Eusine shows up with a clue. He believes that the legendary beast prefers "a hilly place near water... somewhere north". This is the final time it will flee upon meeting you; from this point on, you may return to Cerulean Cape to challenge it to a battle.

13 is composed almost entirely of a large maze of fencing. On the way through the maze, be on the lookout for hidden items.
Fuchsia City is the largest city in southern Kanto, located between 18 and 15. To the south, a beach leads to the waters of 19. Trainers aiming to earn their next Badge can challenge the Fuchsia Gym in the southwest. Pal Park stands in the northern part of the city.

Baoba's house
The southeastern house belongs to Baoba, the Safari Zone warden. According to his granddaughter, after he closed the Kanto and moved it to Johto, his son used the empty lot to establish Pal Park in its place. It seems that catching and releasing Pokémon runs in the family!
Berry Trader
A Juggler can be found standing in the northeast part of the city, on the path to Pal Park. Like the Juggler in Violet City, he gives out three different types of Berry in exchange for a Shard. The type of Berry received depends on the Shard's color.

Pal Park
Pal Park is a special Pokémon preserve located in the northern part of Fuchsia City. The park gives Trainers a place to gather Pokémon from other adventures by migrating them from other regions.
Migration
Pal Park is a permanent, one-way method of transport. Exactly 6 Pokémon are transferred to Pal Park at a time. In order to obtain the migrated Pokémon, Trainers must catch all six in an event called the Pal Park.
Catching Show
When the Catching Show begins, Trainers are given six Park Balls, a special type of Poké Ball that never fails. The park is divided into five different environments, with each Pokémon found in the one that best represents its natural habitat. When a Pokémon is encountered, there are only two commands: Throw Ball and Run. Even after running from a Pokémon, it can still be encountered again until it is caught. After catching all six Pokémon, Trainers are given the chance to transfer them into their PC.
Rewards
Baoba's son stands at the front desk. He recognizes you immediately has the hotshot Trainer that he was told about by his father. He always gives the player a Berry as a reward after a completed show; the higher the score, the rarer the Berry.

Route 12
12 connects 13 to Lavender Town, and intersects with 11 to the west. The south side is bounded on the west by small fields, and each of these holds an item.
The Fuchsia Gym specializes in Poison Pokémon. Poison-type moves are super effective against Grass Pokémon, while Poison-type Pokémon are weak to Ground- and Psychic moves.

The Gym Leader is trained in the skills of the ninja, and has installed a series of nearly invisible glass panels to disorient any challengers. In addition, each of the Gym Trainers has disguised themselves as the Gym Leader. Follow the east wall toward the back of the building, then loop around toward the front. The Gym Leader is located near the center of the building.

Janine's Pokémon use poisoning and confusion to incapacitate their opponent. Her Crobat is fast, so hit it with Psychic-, Electric-, Ice-, or Rock attacks to take it down quickly. Her Weezing is dangerous, as Toxic badly poisons the target, and Explosion is a last-ditch move that deals massive damage. Its phsycial Defense is high, so use Psychic-type moves to target its lower Special Defense instead. Her two Ariados can confuse the target with Swagger and lower the target's Defense with Screech. Her Venomoth prefers to use poison- and confusion-inducing moves. As Bug Pokémon, both it and her two Ariados take serious damage from Fire-, Rock-, and Flying attacks.

Fishing Guru 3
After the battle, Janine awards you the Soul. She also hands out 84 as a prize.
The lone building belongs to the Fishing Guru's younger brother. Convince him that you like fishing to receive the Super Rod, the best fishing rod! This makes it possible to reel in more than just Magikarp and Tentacool, so be sure to try it out everywhere.

Road Closed
The ocean route leading southward is blocked by rocky debris. According to the guard in the gate, these boulders landed here as a result of Cinnabar Island's volcano erupting. The only other way out of Fuchsia City is east to 15.

This is the Bulbapedia walkthrough for Pokémon HeartGold and SoulSilver.
These pages follow the remade Nintendo DS iteration, not Pokémon Gold and Silver. The guide for those games can be found here.

Route 16

Route 16

Route 16 links Celadon City to Route 17. The road southward to Fuchsia City can be dangerous for pedestrians, so be sure to bring a Bicycle.

Trendy Old Man

There is a house located deep in the trees on the north side of the path, blocked by a small tree. Speak to the elderly man inside every day to learn a new trendy phrase to be used in the easy chat system.

Route 17

Route 17

The bridges of Route 17 pass over the ocean on the way downhill to Route 18. Anyone riding a Bicycle on Cycling Road who decides to stop pedaling will continue rolling southward.

Route 18

Route 18

Route 18 leads east from Route 17 to Fuchsia City.

Fuchsia City

Fuchsia City

Fuchsia City is the largest city in southern Kanto, located between Route 18 and Route 15. To the south, a beach leads to the waters of Route 19. Trainers aiming to earn their next Badge can challenge the Fuchsia Gym in the southwest. Pal Park stands in the northern part of the city.

Baoba's house

The southeastern house belongs to Baoba, the Safari Zone warden. According to his granddaughter, after he closed the Safari Zone and moved it to Johto, his son used the empty lot to establish Pal Park in its place.

Red Shard Red Shard E Persim Berry Persim Berry Razz Berry III Razz Berry Pomeg Berry Pomeg Berry

Pal Park

Pal Park

Pal Park is a special Pokémon preserve located in the northern part of Fuchsia City. The park gives Trainers a place to gather Pokémon from other adventures by migrating them from other regions.

Migration

Migration is a permanent, one-way method of transport. Exactly 6 Pokémon are transferred to Pal Park at a time. In order to obtain the migrated Pokémon, Trainers must catch all six in an event called the Catching Show.

Fuchsia Gym

Fuchsia Gym
Fuchsia City Pokémon Gym
Leader: Janine

The Poisonous Ninja Master

The Fuchsia Gym specializes in Poison-type Pokémon. Poison-type moves are super effective against Grass-type Pokémon, while Poison-type Pokémon are weak to Ground- and Psychic-type moves.

Her Crobat is fast, so hit it with Psychic-, Electric-, Ice-, or Rock-type attacks to take it down quickly. As Bug Pokémon, both it and her two Ariados take serious damage from Fire-, Rock-, and Flying-type attacks.

Fuchsia Gym
Soul Badge

After the battle, Janine awards you the Soul Badge. She also hands out TM84 (Poison Jab) as a prize.

Road Closed

The ocean route leading southward is blocked by rocky debris. According to the guard in the gate, these boulders landed here as a result of Cinnabar Island's volcano erupting. The only other way out of Fuchsia City is east to Route 15.
