A Pokémon Fan Club chairman first appeared in Clefairy's Christmas Present, where he was in a poor town and this discouraged him from celebrating Christmas. Giovanni came by to cause trouble. After he was defeated by Red, Giovanni decided to make things up by having Meowth bake a cake for him. However, the cake had a Voltorb inside and exploded when Clefairy sliced the cake. This made the Kanto chairman and everyone else mad at Clefairy.
A chairman from Johto first appeared in Togepi's Determination!. He noticed that Togepi doesn't get that much attention unlike Red's Pikachu and Clefairy. This made Red think of the time that his Clefairy and Pikachu were in a wrestling match. Red then sadly admitted that the chairman was right. Afterwards, the chairman, Red and his Pokémon race over to an amusement park. They get in and watch his Tyrogue jump off a mountain. The chairman has a race with Red and his Pokémon. While Red was battling a Weedle, the chairman rushes over to stop Togepi from getting hurt. After Red explained some things to him, he let Togepi continue the battle with the Weedle. However, as he predicted, Togepi got hurt.
After the competition, the chairman explained to Red about a Pokémon Dome he wanted to go to and wants Togepi to come along. Red begs him not to do this but his decision was final. Red tried disguising Clefairy as Togepi but the chairman saw through his disguise. After Togepi decided to go with the chairman, the chairman became very excited with joy. He and Togepi go on a ship to the Pokémon Dome where they wave their farewells to Red and the group, with Togepi crying about it. However, a surprise was awaiting Red and the group which was the Tyrogue he had.
The Johto chairman reappeared in The Food Battle, where his Togepi reunited with Red and his Pokémon. He challenged the group to a food eating contest using his Togepi. Even though Red almost won, a single grain left over costed him the competition, whereas Togepi was able to finish the whole bowl. The chairman made a cameo in a flashback in PMHGSS23 when Tyrogue recalled the time that he was under his ownership.

The Pokémon Fan Club Chairman (Japanese: ポケモン 大好きクラブ かいちょう Pokémon Lovers Club President) is the head of the Pokémon Fan Club, a Pokémon lover association. There are five known chairmen, all of them being Gentlemen or Monsieurs.
The chairman's original design originates from real-life Pokémon Daisuki Club promotional materials, especially those related to Pokémon Stamp series, where he appears as an image character, portrayed by a real-life man.[1] This design was later used in various Pokémon media, most famously the Pokémon Adventures manga.
In the core series games
There are five chairmen, each appearing in their respective regions. They all seem to have a common interest in talking about their Pokémon.
Kanto
The Kanto Pokémon Fan Club Chairman first appears in the fan clubhouse in Vermilion City in Pokémon Red and Blue, as well as in their Generation III remakes. He talks about his two favorite Pokémon, Rapidash and Fearow at length, and then gives the player a Bike Voucher, which can be redeemed for a Bicycle at the bicycle shop in Cerulean City. In Pokémon Yellow, he has a new hobby: taking Pokémon photos. The big photos of his Rapidash and Fearow can be seen on the walls of the clubhouse. In Pokémon: Let's Go, Pikachu! and Let's Go, Eevee!, because of the removal of the Bicycle, the chairman gives the player a set of clothing to match their Partner Pokémon.
He appears again in Pokémon Gold, Silver, and Crystal, as well as their Generation IV remakes, in the same location. Again, he talks about his Rapidash, but this time he gives the player a Rare Candy for listening to his story. He also claims to have raised over 150 Pokémon in his life.

He brags about his greatness and claims to spend his time now witnessing how others raise their Pokémon, instead of besting everyone. He also gives out Scarves when the player shows him a Pokémon with a condition high enough in the scarf's respective concentration, which boosts the Pokémon's condition in Contests and Super Contests.
In Omega Ruby and Alpha Sapphire, a portrait of the chairman shows him with a Pikachu.

Sinnoh's chairman appears in Perturbed by Pachirisu. He meets the main trio in Hearthome City and leads them to the Fan Club building, where he gives them a Poffin Case. He also tells the trio basic knowledge about the Contests and Poffins and works as a mentor of some sort for them. After Diamond gets busy cooking Poffins and Platinum practices dance moves with her Pokémon, the Fan Club chairman recommends that Pearl works on the move appeal strategy for Platinum's upcoming Contest.

A Pokémon Fan Club chairman first appeared in Clefairy's Christmas Present, where he was in a poor town and this discouraged him from celebrating Christmas. Giovanni came by to cause trouble. After he was defeated by Clefairy, Giovanni decided to make things up by having Meowth bake a cake for him.

Trivia
- In the Pokémon Adventures manga, a recurring scene occurs in which the Pokémon Fan Club Chairman requests help in delivering mail with Pikachu stamps. The stamp number corresponds to Pikachu's Pokédex number. This was first seen in the Danger: High Voltorb, with the Pikachu stamp showing the number 025 (Pikachu's National Pokédex number), later in Tripped Up by Torkoal, with the Pikachu stamp showing the number 156 (Pikachu's Hoenn Pokédex number), and finally in Perturbed by Pachirisu, with the Pikachu stamp showing the number 104 (Pikachu's Sinnoh Pokédex number). This is a reference to the real-life Pokémon Stamp series, which usually feature an official artwork of a Pokémon alongside its regional Pokédex number. The chairman stars in Pokémon Stamp promotional materials.
