Lugia is indeed Psychic/Flying. It has wings. It gets Fly, Aeroblast and plenty of other Flying-type moves. I don't care if it lives in an underwater cavern, or gets Hydro Pump or anything else. Every single video game has it as a Psychic/Flying-type. So what if the TCG has it as a Water-type, but the video games are the primary source on pretty much everything. We do not care if you think Lugia should be a Water-type.
