Route 19 is the area south of Fuchsia City. Part of it is a beach below Fuchsia, with a series of ledges leading down from the City.
On the beach is a house owned by a surfer named "Dude". In Pokémon Yellow, he'll let you play a minigame if you have a Surfing Pikachu called "Pikachu's Beach".
South of the beach is the wide ocean. The waters eventually lead west towards the Seafoam Islands and Route 20 beyond.
