It is currently 23:11/11:11 PM where I am right now. I am in playing SoulSilver, in Route 26, and a wild Doduo on level 30 appeared. This article says Doduo has a 0% chance of appearing at night. Thus, I propose that either this article or the game is in error. Doduo
