Blissey first appeared in Ignorance is Blissey. This Blissey kept on accidentally doing things that weren't favourable to those around her despite good intentions. Team Rocket came across Blissey and the Happiness Pokémon aparently knew Jessie from her days of training to be a Pokémon nurse. Blissey eagerly gave Team Rocket all the food in Pokémon Center's pantry. Team Rocket eventual decided to make it seem like they robbed the pantry because Blissey was getting blamed for a crime she didn't mean to commit.

Blissey's name is a combination of bliss, as in happiness, and chancey, referring to luck. Its Japanese name may be a combination of happiness and nurse. The French name is seemingly a corruption of euphoria.
