Route 22 is a short, convenient route that connects Viridian City to the Pokémon League Reception Gate.
When you enter the building, walk all the way to the left, and exit to Route 28.

After reaching the Poké Center, turn to the east, and cut down two trees to reach a house. The woman inside will give you TM47 (Steel Wing) to keep her mountain retreat a secret.
