TM21 and TM27 are not immediately available in Malie City. I've seen conflicting information as to what you have to do first, either defeat the Ula'ula island kahuna or complete a story event in Malie Garden. Missing Items
Following info is still missing from the Bulbapedia page:
- Best Friends Ribbon from a girl in the Community Center if lead Pokémon has maxed out friendship (repeatable).
- Unknown reward from a man in the Apparel Shop if the player has Togedemaru registered in his Pokédex.

TM21 and TM27 unlock
TM21 and TM27 are not immediately available in Malie City. I've seen conflicting information as to what you have to do first, either defeat the Ula'ula island kahuna or complete a story event in Malie Garden.
