In the games
The Dragon's Den is inaccessible before defeating Clair in the Blackthorn Gym, as it is blocked off by a man in front of the cave, and then it must be traversed to finally obtain the Rising Badge.
In Pokémon Crystal, HeartGold and SoulSilver, several Trainers can be found in the cave. The Master is located here, and he will quiz the player on their attitude towards and treatment of their Pokémon. If the player gives compassionate answers, the player will be rewarded with a Dratini that knows ExtremeSpeed.
Silver can be found here contemplating his training on Tuesdays and Thursdays. Clair will visit to reward the player with the Rising Badge she refused to award in the Blackthorn Gym, as well as TM24 (DragonBreath)GSC or TM59 (Dragon Pulse)HGSS. This requires fulfilling the task described above. Layout
Of note is that Pokémon Crystal's redesign of the Dragon's Den added Headbutt trees to the back of the Dragon Shrine. Despite this, no Pokémon can be found hiding in them. In Pokémon HeartGold and SoulSilver's redesign, the Headbutt trees are absent, much like in its original design from Pokémon Gold and Silver.
