Misty's Starmie (Japanese: カスミのスターミー Kasumi's Starmie) was one of the three original Pokémon acquired by Misty in the Kanto region prior to the start of the anime.

History
Original series
Misty rarely used Starmie in battle, generally favoring Staryu to battle on land and often Psyduck by mistake. Starmie was typically featured in a more instrumental capacity than its pre-evolved counterpart, being used to traverse water on many occasions.
Starmie made its debut in Misty's Cerulean Gym match against Ash, in The Water Flowers of Cerulean City. Misty had successfully beaten Butterfree with Staryu, and Starmie was called out against Pidgeotto, suggesting that at this time Starmie was more powerful than Staryu. It dived underwater to dodge Pidgeotto's Whirlwind, and shot up into the air to land a Tackle. However, its second Tackle was deflected by Wing Attack. It was blown into a Gym wall by a Gust attack, on the brink of losing before Team Rocket intervened. The battle was called off and Ash was given the Cascade Badge regardless.
In The School of Hard Knocks, Misty was incensed by Joe's insistence that he could easily defeat her Water Pokémon as he had done it countless times on the simulator. She promptly challenged him to a real battle, and sent out Starmie to prove its strength against his Weepinbell. Starmie used a single Water Gun and knocked out Weepinbell, leading to Joe's ridicule by Giselle. However, Misty then challenged Giselle, calling her out for not being a true friend. Giselle's Graveler proved to be a very powerful opponent, deflecting Water Gun by spinning and then smashing into Starmie, shattering the center gem and knocking it through the window and into the pool. Starmie's regenerative abilities were also demonstrated, as by the next time it was seen, its central core was repaired.
Starmie was sent out to battle a wild Oddish in Bulbasaur and the Hidden Village. It successfully weakened Oddish with Water Gun and Tackle, but was knocked out in one Tackle from the Bulbasaur that came to its defense.
It later helped to rescue the trio from the sinking St. Anne in Pokémon Shipwreck, carrying Brock from the ship, and later towing the group's raft out of the range of James' raging Gyarados. In Tentacool & Tentacruel, it rescued the sailors that had been attacked.

In The Misty Mermaid, Misty stopped off at the Cerulean Gym after Horsea was feeling sick due to a lack of open water exercise. Misty also left Starmie there because her sisters wanted to borrow it for their water ballet performances.
Advanced Generation series
Misty reunited with Starmie in Cerulean Blues, when she assumed the role of the Cerulean Gym Leader. Starmie was later scared off during Gyarados's rampage.
Starmie briefly reappeared in A Date with Delcatty when Misty was feeding the Pokémon.
Personality and characteristics
As Starmie wasn't given many onscreen appearances, little is known about its personality. When in battle, it was shown to be quite obedient and loyal to Misty. Starmie has been known to sometimes droop and bend its points when in pain or disappointment.

In Pokémon Origins
Starmie was seen briefly in File 2: Cubone. It was used by Misty in her Gym battle against Red, but was defeated off-screen.
In the Pokémon Masters Animated Trailer
Misty's Starmie appeared in the Pokémon Masters Animated Trailer. Alongside Cheren's Stoutland and Korrina's Lucario, it battled Cynthia's Garchomp, Steven's Metagross, and Lance's Dragonite. At the behest of its Trainer, Starmie used Light Screen to defend the incapacitated Stoutland and Lucario from Dragonite's Hyper Beam. Afterwards, it defended itself from Metagross's Flash Cannon with Thunderbolt.

In her Sync Pair Story "A Day with Misty", Misty explains that the Starmie she uses in Pokémon Masters is not the same Starmie she uses in her Gym battles. This Starmie hatched from an Egg found at the Pokémon Day Care after Misty left her Gym Starmie there.

In The Electric Tale of Pikachu manga
Misty used Starmie in Pikachu's Excellent Adventure to rehydrate Ash after he cried too much for losing his Pikachu. It was also used to battle Team Rocket in the next chapter.

History
Red, Green & Blue arc
Starmie was used during a Gym battle against Red in Suddenly Starmie. The challenge didn't last long, however, as Starmie easily defeated Saur after a failed Vine Whip did little damage. However, she stated it wasn't strong enough in Mt. Moon to battle Koga's Rhydon. The battle between Bulbasaur and Starmie was merely a demonstration for Misty to show how ill-prepared Red was for facing the dangers that undoubtedly awaited them. She ended up giving him the Cascade Badge after a few days of training together. In You Know...Articuno!, Starmie was shown floating Misty around after when she traded her Gyarados away to Red for him to surf with.
Yellow arc
In Striking Golduck, Starmie was used to send a message to Cerise Island using the jewel on its center to inscribe mysterious, ancient characters for people to read with.
Gold, Silver & Crystal arc
In Lovely Lanturn, Starmie used its psychic powers to write out Suicune's thoughts, telling her about the dangers of the Masked Man. Starmie was later seen defeating Mil Mil with a quick succession of attacks in the Gym Leaders' exhibition match.
In Lugia and Ho-Oh on the Loose (Part 1), Starmie was seen fighting mind-controlled Team Rocket Grunts.

Hanada City Gym Deck
The second of two decks released on April 26, 1998 was the Hanada City Gym (Japanese: ハナダシティジム カスミ) Deck, which focuses on Gym Leader Misty and her Pokémon, which consist of entirely Water-types. In addition to the 60 main cards, the deck includes four expansion cards, a coin, rulebook, and Pokémon Gym Guide.

Misty of Cerulean City Gym Trainer Battle Deck

The second Trainer Battle Deck available from January 25, 2019 was the Misty of Cerulean City Gym Trainer Battle Deck (Japanese: トレーナーバトルデッキ：ハナダシティジムのカスミ Trainer Battle Deck: Kasumi of Hanada City Gym), which focuses on Gym Leader Misty. Her signature Pokémon Starmie is among the selection of Water-types included in the deck, appearing as a Pokémon-GX. An assortment of Trainer cards also form the deck, a number of which directly benefit Water-type Pokémon. Each deck comes with a set of damage counters and status markers, a GX marker, a coin, a deck box, a playmat, and a set of card sleeves.

Pokémon Centers began selling the Brock VS Misty Full-size Rubber Playmat (Japanese: ラバープレイマット フルサイズ タケシVSカスミ Rubber Playmat: Full-size: Takeshi VS Kasumi) alongside the Trainer Battle Decks on January 25, 2019. This 2-player playmat features artwork of Brock and his Onix in one play area and Misty and her Starmie in the opposite play area. Both Gym Leaders feature their updated appearances from Pokémon: Let's Go, Pikachu! and Let's Go, Eevee!.
