Phil (Japanese: フィル Phill) is a member of Laboratory of Ecology and Natural Science (L.E.N.S.) in the Lental region in New Pokémon Snap. He admires Todd and looks up to him as a mentor, although this can make him a bit feisty and impatient. He is scared of the waterfall drops in Mightywide River. He treats the player character as his rival.
Phil secretly allowed the player to use the shrinking function of the NEO-ONE without the permission of Professor Mirror, though when he learned about this, Todd helped him out by talking to Professor Mirror.
He is good friends with Rita, though he sometimes argues with her.
