The Tempest/ThunderstormTheme Deck is a special deck included in the Thunderstorm Gift Box of the Pokémon Trading Card Game.

Below are the differences between the Tempest and the Thunderstorm deck: In North America both the gift box and theme deck were known as Thunderstorm, however it was possible that the theme deck included was named Tempest. Outside North America the theme deck and the gift box itself were known as Tempest.

Second, there was a slight difference in the included cards (see deck lists). The Thunderstorm theme deck predominantly focuses on and . While in addition the Tempest theme deck leans more on flying Pokémon of the type.

Third, the Tempest theme deck did not included cards from the Team Rocket and Gym Heroes expansion, while Thunderstorm did have a few.

Fourth and final, in the North American versions (both Thunderstorm and Tempest), all cards are from the Base Set. However, in the European version, all Pokémon, trainer and energy cards are listed as coming from the Base Set, but all Base Set-based cards are instead from Base Set 2.

Like other Theme Decks, Tempest/Thunderstorm also includes a rulebook, damage counters, and a card list. As it was part of the larger Thunderstorm gift box, several other items also accompany it, including a metal Pikachu coin, a play mat, three booster packs, a felt deck bag, a deck tuning tip sheet, and a CD-ROM. The extra items included were the same for both versions.
