The Red Chain is an item created from the gems of Sinnoh's legendary trio: Uxie, Mesprit and Azelf. It is used by Cyrus to bring out either Dialga or Palkia, in order to complete his dream of creating a new world.
The item is, in fact, unobtainable in Pokémon Diamond and Pearl. This is because Cyrus uses the item himself in the story, and by the time Dialga/Palkia is summoned, the item has lost its purpose. It can still be obtained by hacking, but will have no function.
