Outbreaks are instances when Pokémon rare or nonexistent in a certain area become more common than usual. They occur randomly after beating the Elite Four in Pokémon Ruby, Pokémon Sapphire, and Pokémon Emerald. The player character is alerted through a Pokémon News broadcast. Some outbreak Pokémon are Seedot, Skitty, and Surskit.
