The Sky Tower is the lair of Rayquaza.
It has about 27 floors. There are some tough Pokemon in there so bring lots of reviver seeds and other heal items. Rayquaza I defeated with a Chickorita and a Torchic also with a Torchic and a Pikachu. You might have to do this dungeon a couple of times.
