The PokéShifter is the transference feature that allows you to transfer Pokémon from any Generation IV game on to Pokémon Black and White much like what Pal Park acomplished.
You can find a building in Route 15 that will allow you access to the PokéShifter feature however you need to have the National Pokédex in your possession before you're given access to the feature.
You need 2 DS systems in order to do this transference. Any Pokémon (excluding the Spiky-eared Pichu) can be transferred as long as they're not holding items or know any HM moves. Additionally there are no limits so long as you transfer them and complete the mini-game in order to capture as many of the ones you transferred as you can then you can transfer again immediately afterwards.
