Shelly (Japanese: イズミ Izumi) is one of the Admins of Team Aqua.

In the games

Shelly is a Team Aqua Admin in the Generation III games.

In Pokémon Ruby, she makes only one cameo, at Seafloor Cavern, alongside Archie and Matt. She does not have an active role in the storyline and cannot be battled. Magma Admin Courtney fulfills the role that Shelly has in Sapphire and Emerald.

In Pokémon Sapphire and Emerald, the player confronts her twice: the first time when she raids the Weather Institute to steal a Castform, and later, when she assists Archie at the Seafloor Cavern.

In the anime

Although the Generation III games show there to be at least two Aqua Admins, only Shelly ever appeared in the anime. Her first appearance was in A Three-Team Scheme!, where she led a group of Aqua grunts on a mission to intercept Team Magma, who were exploring some ancient ruins on Dewford Island in search of the Cave of Origin. Due to a dubbing error, she was mistakenly referred to as "Tactical Commander Isabel" during this episode, though her name was corrected in all subsequent appearances.

In Fight for the Meteorite!, Shelly led a squad of Aqua grunts on a mission to Mt. Chimney, to try to steal a meteorite from Professor Cozmo before Team Magma could do so. Though they did not obtain the meteorite, Shelly still considered the mission a success, since the meteorite was destroyed and therefore Team Magma could not use it either.

She appeared again in Unfair-Weather Friends!, where she and a group of Aqua grunts took the staff of the Weather Institute hostage in order to obtain their data on Groudon and Kyogre. However, their plans were thwarted by Magma agent Brodie, who made off with the data himself.

Shelly's final appearance was in Gaining Groudon and The Scuffle of Legends. She snuck onto Team Magma's base disguised as a Magma grunt and freed Kyogre from the cargo container, allowing Team Aqua to control it with the Red Orb. She was present during the battle between Kyogre and Groudon, and like the rest of Team Aqua, has not been seen since.

Shelly's Crawdaunt

Crawdaunt was used by Shelly to fight their rivals, Team Magma. It was used to fight Brodie and his Ditto while taking over the Weather Institute. However, it had trouble defeating its duplicate.

Crawdaunt's only known move is BubbleBeam.

Carvanha
Shelly's Carvanha

Carvanha was only seen swimming in a lake located underground in a Secret Base built by Keanu.

Carvanha's only known move is Hydro Pump.

Walrein
Shelly's Walrein

Shelly used this Walrein along with the other Walrein owned by other Team Aqua members to fight Team Magma. They were mostly fighting their Mightyena and Golbat. Walrein was last seen in The Scuffle of Legends.

Walrein's only known move is Water Gun.

In the manga

In the Pokémon Adventures manga

Shelly, referred to as Angie in the Chuang Yi translation, is a villain in the Pokémon Adventure manga. She first appeared in Rustboro City, where she, along with her fellow admins Matt (Ark) and Amber ran off with the Devon Goods before being caught by Sapphire.

She is in charge of liaison duties within Team Aqua, and as such kept in close contact with Professor Cozmo before turning on him when they felt he was no longer of use to them.

She later kept the Hoenn Gym Leaders who'd chosen to fight off Team Aqua at bay with Matt and gave her Nincada to Amber.

Ludicolo first appeared as a Lombre in VS. Lombre. It was first seen attacking Sapphire and the other people with her. Lombre is very fast as it dodged an attack from one of Sapphire's Pokémon. Shelly came by and evolved her Lombre into a Ludicolo in the next chapter by using a Water Stone while battling Sapphire. As a result, Ludicolo was a tougher opponent than last time, almost defeating Sapphire's Rono and Toro. Later, Shelly used it to overpower Flannery's Vulpix at the cost of its strongest move, Nature Power.

Ludicolo's only known move is Nature Power.
Ludicolo has also used Razor Leaf and Earthquake via Nature Power.
