Effect
Forces the holder to move last in its priority bracket, regardless of its Speed. This item is unaffected by Trick Room.
Generation IV
If multiple Pokémon holding a Lagging Tail or Full Incense use moves with the same priority, the Pokémon with the lower Speed will move first (regardless of Trick Room).
A Pokémon with Stall moves before Pokémon holding a Lagging Tail or Full Incense. If a Pokémon with Stall also holds a Lagging Tail or Full Incense, Stall does not affect when the Pokémon moves.
Generation V onward
If multiple Pokémon with the Ability Stall or that are holding a Lagging Tail or Full Incense use moves with the same priority, the Pokémon move relatively according to Speed (the order is reversed during Trick Room).
Generation VIII
Despite this generation introducing dynamic Speed recalculation, a Pokémon obtaining a Lagging Tail through a move such as Trick will still keep its same move order until the following turn.
