Route 8 is covered in marshes and water. Constant rain means that the route is always mucky. To the north is the Moor of Icirrus, where a marsh has formed from water collected on the uneven landscape. Battle the Trainers and collect the items as you make your way to the moor.

Once you've gathered all the items, return to Route 8. Go south through the marsh, and turn east when you reach the Trainer Tips sign. Talk to the first Parasol Lady to get TM42 (Facade). The Parasol Lady behind the sign will give you either a Damp Rock, a Heat Rock, a Smooth Rock, or an Icy Rock, depending on the time of day you speak to her. Visit her again for a few days to get each item.
When you try to enter the Tubeline Bridge to continue east, Bianca appears and starts talking to you. She says that there is a lot that she wants to do, but first she needs to know more about Pokémon, so she challenges you to a battle.
When you defeat her, she gives you a Full Restore as she leaves.

Tubeline Bridge
The Tubeline Bridge is a strong bridge made of steel. Subway trains constantly pass by on the bridge's lower level. On Friday nights, a Biker gang that calls themselves the Black Empoleon appear and take over the bridge. After beating the leader, Jeremy, he renames the gang after your lead Pokémon.
Route 9 is a short, paved road that cuts through a heavily wooded area. On the north side is Shopping Mall Nine, which boasts the greatest variety of goods in the region. When you leave Tubeline Bridge, an Infielder near the gate throws TM56 (Fling) to you. Check out the department store's wares, then leave east for Opelucid City.
