Been a few months since I played mine, but I'm pretty sure that in Celadon City a man gives it to you...you know that little random patch of water in the middle of the city? Yeah, surf across that, and the man on the other side will give it to you. I am about 90% positive that this is how you get it. Hope I help. :D gabbie | talk 17:25, 6 August 2008 (UTC)
