This is Redirect fixer. Redirect fixer is an automated utility designed to fix double redirects once pages are moved. If someone leaves "Update any redirects that point to the original title" checked when a page is moved, Redirect fixer will go to work automatically updating redirects to point to where they should go. Redirect fixer will not edit for any other purpose.
If Redirect fixer appears to be assisting a vandal, it is not Redirect fixer's fault and Redirect fixer is not to be blocked for any length of time for what the vandals made it do.
