A village built around a desert oasis, Phenac City (Japanese: フェナスシティ Phenace City) is one of the major areas of Orre. Primarily build of stone, a wall keeps out the harsh desert winds.

In the center of town there's a large, ornamental fountain that serves as decoration and a rich display of Phenac's water supply.

The inhabitants of Phenac are generally good-natured folk who are enthusiastic about Pokémon training. Many trainers prepare their Pokémon so that they can challenge Justy or compete in the Colosseum.

The townspeople of Phenac City are very suspicious of the citizens of Pyrite Town. Gossip about the criminals of Pyrite Town is always a popular topic, and people who announce that they come from Pyrite are met with suspicion.

There's a Pokémon Center farther north in the town, with a two-story Poké Mart nearby.

In the north-central area of town is the Pre Gym, which is notable for being Orre's only known Pokémon Gym. The first floor contains a instructing area as well as a Pokémon Battle Arena. The basement contains a series simulated habitats (grassland, pond, rocks, and desert) ideal for training Pokémon to adapt to various areas.

The mayor's house is located to the west of the Pre Gym.

In the very northern area of Phenac is a giant Colosseum notable for a series of gigantic waterfalls. The Colosseum was closed after Realgam Tower opened.

In a forbidding desert, Phenac City is a jewel of a town that overflows with water.
