Dr. Akihabara (Japanese: アキハバラ博士 Dr. Akihabara) is a character of the day from the episode Computer Soldier Porygon, but because the seizures caused by the episode caused it to be banned worldwide, he has never appeared in the anime outside Japan. His last name is the name of a Japanese district famous for its electronics stores. His Japanese voice actor is 島田敏 Bin Shimada.
Although not much is known about this mysterious man, it is revealed that he created the Pokémon Transfer System. He has blue hair and wears glasses with strange patterns on the lenses. He is also a little bit eccentric and is thought to be slightly insane. He has created two Porygon, one prototype and one full model. At the end of the seizure-inducing explosion, Akibahara's house is destroyed, along with his software, disabling him from entering the computer world.
