This card was originally released in the Team Rocket expansion with artwork by Shin-ichi Yoshida, originating from the Japanese Rocket Gang expansion. That print was reprinted as a holographic card in the Legendary Collection reprint set, which was only released outside of Japan. It was reprinted as a promotional card and released as an insert with the August 2000 issue of Nintendo Power magazine. The Japanese version was available as an insert with the third volume of Pokémon Card Fan Club, released November 18, 1997.

Trivia
- A number of the Wizards Black Star Promo prints of this card were printed without HP. Most of these error cards were destroyed, but some of them saw release.
- The Nintendo Power insert erroneously states that Dark Persian is a Basic Pokémon.
- Giovanni is present on the illustration of the Japanese promotional version; this was removed for unknown reasons on the English version. The Japanese promotional version also has the Rocket Gang expansion symbol.
Origin
- Fascinate and Tempt's Japanese names are that of Captivate, a move later introduced in the Generation IV Pokémon games that Persian can learn.
