First; isn't it likely that the name comes from lug (a clumpsy/big person) rather than lug (to carry heavy stuff)?
Second; I can find no evidence whatsoever that "lugg" is Norwegian for "pile", while searching the internet. It only seems to mean one thing, and that is "fringe".
