He was mentioned in A Rush of Ninja Wisdom!, albeit only in a fantasy. He is the older brother of Sanpei and Nihei and hails from Ninja Village. Ippei is the strongest of the village and endowed with a huge sense of justice, as well as an extremely skillful ninja.

He made his first physical appearance in XY098, appearing when Sanpei returns to his village accompanied by Ash and his his friends.

Finally, when the celebration takes place, Ippei is chosen the new head of the village. He gets the symbol from the hands of Hanzō, the proof of his new position.

He is seen again saying goodbye to Ash and his friends, and after that with Hanzō and the other ninjas when the elder is informed about the mysterious power of Ash's Greninja. He says that again, in the words of the legend, a Greninja again saved the village.
