:Please pay more attention to the columns. The left column is for XY, and the one to the right of that is the ORAS one, which is the one the moves are sorted by by default. In the case of Thief on Mightyena, it really does learn the move at Level 1 in ORAS, and learns it at 57 in XY. In the case of Headbutt on Linoone, it learns the move twice in XY, and only once in ORAS. The duplicate one is listed as N/A in the ORAS column, and the convention currently is to list all of those at the end since they're not actually part of the ORAS level-up set. Flygon's moves are the same case as Linoone. I've personally checked all of these in ORAS and found no discrepancies with how it was before. There could be a case for moving the N/A-in-ORAS moves to the top instead, but since there are many more Pokemon than just these two with this standard, you should bring that up with the Editorial Board if you're interested. Hopefully my explanation is sufficient. I'll be reverting your edits, but feel free to ask more questions if you need to.
