Release information
This card was released as a promotional card. In Japan, it was released on glossy card stock and came with Volume 1 of Pokémon Trainer's Magazine, released in May 1999. It has a camera graphic where an expansion symbol would usually be to highlight the fact that the image used is from Pokémon Snap. The English version of the card was released on normal card stock, through Pokémon Leagues in August 2001.

Origin
Scratch and Thunderbolt are both moves in the Pokémon games. Pikachu can learn Thunderbolt, but not Scratch. This card's Pokédex entry comes from Pokémon Yellow, though it is reworded.
