I'm gonna go out on a limb and assume that this is the character "タップ" ("Tappu") sitting at the duel table in the GR Lightning Fort. Now, my Japanese is pretty rusty, but I don't quite catch him being called a member of Team Great Rocket, and his sprites lack any "GR" letters that are on all of the Team Great Rocket members. I've transcribed his dialogue below, perhaps a more fluent reader could help?
あれ？ きみは グラドマスターを
たおした[Player]くん！
ウワサには きいてましたが
どうして ここにいるのです？
。。。そうですか がんばってますね
ぼくですか？ ぼくは タップ
おもしろそうなので GR団に ばけて
こっちのしまに きてみたんです
GR団と 対戦したりして
いろいろと ためしてみました
ぼくの デッキを つくったのですが
対戦 してみませんか？
[Player]くんが 勝ったら
パックを さしあけますよ
タップと 対戦しますか？
