Steve (Japanese: スティーブ Steve) is the second Grand Master. He plays using the Legendary Zapdos Deck (Japanese: でんせつのサンダーデッキ Legendary Thunder Deck). In Pokémon Card GB2: Here Comes Team GR!, he uses the でんせつのかせきデッキ Legendary Fossil Deck.

Steve is the second of the four Grand Masters who are available to battle after the player obtains all eight Master Medals. In the west room of the Fighting Club, there is a character named Specs who mentions Steve as his favorite Grand Master.

At the start of the game, Steve was kidnapped by Team Great Rocket and imprisoned in the GR Lightning Fort. After being freed by the main player, he gives the player an Electabuzz card.
Between the time in which she has been freed and the time in which Grand Master Rod has arrived in Pokémon Dome, Steve challenges the player and, when defeated, gives out one of both Psychic Battle, Island of Fossil booster packs.
Before the player can duel with Kanzaki, Biruritchi's bodyguard, the player is required to fight him in the Pokémon Dome to obtain one of the Legendary cards - Zapdos.
