:I just tested this out on Showdown and it seems that Floral Healing always heals 2/3rds of the target's total HP no matter if either, neither, or both of the Pokémon are actually affected by Grassy Terrain. This means it's the only move that doesn't need either the move user and/or target to be affected by the respective terrain in order to gain the boosted effect(s). Effect on Grassy Terrain
