This card was released as a {{TCG|Wizards Black Star Promos|Wizards Black Star Promo}} through the {{TCG|Pokémon League}} in August 2001. In Japan, it was first available as an {{TCG|Unnumbered Promotional cards|Unnumbered Promotional card}} on an insert in the November 1997 issue of ''[[CoroCoro]] Comic'', released on October 15, 1997. A mail-in prize draw offering another copy of the Japanese print was published in the December 1998 issue of ''CoroCoro Comic'', released on November 15, 1998. People wishing to enter the prize draw were required to affix the application ticket on the bottom left of the article page to a postcard and send it to [[Shogakukan]]. Two thousand winners were sent a set of five cards mounted on two plain sheets: {{TCG ID|CoroCoro|Surfing Pikachu|promo}} and Flying Pikachu on one; {{TCG ID|CoroCoro|Jynx|promo}}, {{TCG ID|CoroCoro|Cubone|promo}}, and {{TCG ID|CoroCoro|Farfetch'd|promo}} on the other.
This card was released as a promotional card. In Japan, it was included with the the November 1996 issue of [[CoroCoro]] Comic. The English version of the card was released through Pokémon card leagues in August 2001.
 
It was reprinted with slightly different artwork in Japan as another Unnumbered Promotional card and was distributed by {{wp|All Nippon Airways|All Nippon Airlines}} between November 1 and 31, 1998. Passengers flying in conjunction with the "Get in a Jet! Double Chance Campaign" could redeem two domestic boarding pass stubs for a two-card set that included Flying Pikachu and {{TCG ID|ANA|Dragonite|promo}}. Five thousand of these passengers were also selected by lottery to receive either a children's-size ANA Pokémon Jet Stadium Jumper or a [[Game Boy Color]].
 
A German version of the Wizards Black Star Promo print was included in the {{TCG|Pikachu World Collection 2000|Pikachu World Collection}}, available to purchase exclusively at Pokémon Park 2000 held at Sydney University, Sydney, Australia from September 12 to October 4, 2000. This print features a gold foil Pikachu tail stamp opposite the Black Star Promo symbol. It was later reprinted as a {{TCG|retro card}} in the {{TCG|Rising Rivals}} expansion, first released in the Japanese {{TCG|Bonds to the End of Time}} expansion.


A different variation of this card with a plane in the background was released in Japan as a special card by All Nippon Airways in 1998. Passengers flying in conjunction with the "Pokémon Getaways" campaign could redeem their boarding passes for the 2 card set including Flying Pikachu and {{TCG ID|Wizards Promo|Dragonite|5}}. This variant card was never released in English.

This card was released as a Wizards Black Star Promo through the Pokémon League in August 2001. In Japan, it was first available as an Unnumbered Promotional card on an insert in the November 1997 issue of CoroCoro Comic, released on October 15, 1997. A mail-in prize draw offering another copy of the Japanese print was published in the December 1998 issue of CoroCoro Comic, released on November 15, 1998. People wishing to enter the prize draw were required to affix the application ticket on the bottom left of the article page to a postcard and send it to Shogakukan.
