This card was released as a promotional card. In Japan, it was one of five "Masaki Evolution" campaign cards. In order to obtain it, people had to send off a {{p|Omanyte}} from the Vending series along with a special Pass Card to MediaFactory. MediaFactory would then send back the "evolved" form. The card was never released in English.
In Japan, this card was one of five Holofoil {{TCG|Unnumbered Promotional cards}} that could be obtained as part of the Communication Evolution Campaign. The campaign launched with the release of the {{TCG|Expansion Sheet 3|third Expansion Sheet}} on November 24, 1998 and ran until April 30, 1999. Participants who mailed a copy of any {{TCG|Omanyte}} card along with a copy of {{TCG ID|Vending|Bill's PC|S3}} to [[Media Factory]] during the campaign period were sent a copy of Omastar in return. Approximately 21,000 applications were made for Omastar, making it the least popular of the five cards available.

Despite the Masaki Evolution campaign cards being based on the concept that certain Pokémon have to be traded to evolve, Omastar is included even though its pre-evolved form, {{p|Omanyte}} does not require to be traded in order to evolve in the games.

In Japan, this card was one of five Holofoil Unnumbered Promotional cards that could be obtained as part of the Communication Evolution Campaign. The campaign launched with the release of the third Expansion Sheet on November 24, 1998 and ran until April 30, 1999.
