This card was as a Wizards Black Star Promo released through the Pokémon League in August 2001. In Japan, it was an Unnumbered Promotional card included in Volume 1 of Pokémon Card Trainers magazine, released on May 28, 1999. Origin
Scratch and Thunderbolt are both moves in the Pokémon games. Pikachu can learn Thunderbolt, but not Scratch. This card's Pokédex entry comes from Pokémon Yellow, though it is reworded.
