This figure was available as a Reward for clearing Challenge 4 in the Training Center starting in version 5.0.10. It was also available in Gym Boosters during the Round 1 Flying Gym Cup held from February 9 to 16, 2017 and as a Duel Wins Reward and in Gym Boosters during the Round 1 Grass Gym Cup held from April 19 to 26, 2017. It was also available as a Monthly Points Reward from June 12 to July 3, 2019.
Shiny Magikarp
