Hydro Cannon is a move in the Pokémon games, though Omastar cannot learn it. The Japanese name of Hydro Cannon is spelled ハイドロキャノン rather than ハイドロカノン as in the video games. This card's e-Reader Pokédex entry comes from Pokémon Gold.
