Phoebe (Japanese: フヨウ Fuyou), the second member of Hoenn's Elite Four, focuses on Ghost-type Pokémon.

Phoebe is the second of the Elite Four. Her strategy is to confuse and confound with Pokémon she considers undefinable.

Most of her five Pokémon are pure Ghosts, with the exception of Sableye. She apparently has a grandmother at Mt. Pyre, but it is not known if the grandmother works there or is visiting there, but she hopes she's doing well.
