The Seal Bag is a beta item that can be obtained on the GTS. It is unclear how the glitch to find the item works.
The Seal Bag was originally supposed to hold up to ten Seals, but this was rejected in favor of the Seal Case. However, it still remains in the game's programming, because of this, it can be obtained through glitches, such as the GTS morphing glitch.
