Release information
In Japan, this card was one of five Holofoil Unnumbered Promotional cards that could be obtained as part of the Communication Evolution Campaign. The campaign launched with the release of the third Expansion Sheet on November 24, 1998 and ran until April 30, 1999. Participants who mailed a copy of any Haunter card along with a copy of Bill's PC to Media Factory during the campaign period were sent a copy of Gengar in return. Approximately 36,000 applications were made for Gengar over the course of the campaign. It was later reprinted in the Japanese Pokémon Web expansion using the e-Card Series layout.

Trivia
- The requirement of Bill's PC for the campaign led to the five available cards to become known colloquially as Masaki promos in reference to Bill's Japanese name.
- To receive "Masaki promo" cards, one had to trade in their pre-evolution cards of the corresponding evolution to the company via mail, similar to trade evolutions for Gengar, Machamp, Alakazam, and Golem in the core series games. Omastar is a notable exception to this evolution pattern.
- Cards from the Expansion Sheets are printed on glossy card stock, while those distributed as part of the Communication Evolution Campaign are printed on regular card stock.
