In Japan, this card was one of five that could be obtained through the Communication Evolution campaign, which began in April 1999. Participants had to send a {{TCG|Haunter}} card along with {{TCG ID|Vending|Bill's PC|S3}} in the mail to MediaFactory. MediaFactory would then send back the 'evolved' form. It was later reprinted in {{TCG|Pokémon Web}}.

Participants who mailed a copy of any Haunter card along with a copy of Bill's PC to Media Factory during the campaign period were sent a copy of Gengar in return. Approximately 36,000 applications were made for Gengar over the course of the campaign. It was later reprinted in the Japanese Pokémon Web expansion using the e-Card Series layout.
